That's a good point, Rip, and I do hint at it in my article. Perhaps it would be a case of which 10% gets there first! But, less flippantly, it's 10% within a given community, holding a belief 'strongly and irrevocably', that would hold sway, according to the Rensselaer research, so it would be a matter of debate as to whether a different 10% within that community would be similarly motivated at the same time.
